On November 3, 2020, New Jersey voters passed Public Question 1 — legalizing adult-use cannabis — by one of the widest margins in American cannabis history. Sixty-seven percent voted yes. That's not a slim majority navigating a culture war; that's two-thirds of a state of 9.3 million people saying, clearly and loudly: we want this.
Yet the years that followed told a more complicated story. Legal sales didn't launch until April 21, 2022 — nearly eighteen months after the vote. Licensing bottlenecks, local opt-out provisions, and compliance infrastructure delays meant that New Jersey's fastest-growing new industry was also one of its most fragmented.
